This is through a substantial restructuring of State provision via a non-negotiated merger of 33 VECs and FÁS (The National 1 INTRODUCTION: COMMUNITY EDUCATION IN NEOLIBERAL TIMES 23 Training and Employment Authority) into 16 Education and Training Boards (ETBs) which was completed in 2013. Predictably, this reform was packaged as crucial in tidying up a disparate sector, and within “the need for efficiency, effectiveness and value in the deployment of public funding” (SOLAS 2014b: 6). These ETBs, themselves managed by a new national authority called SOLAS,11 hold responsibility for public community education.

This individualism, an important cornerstone in neoliberalism, is increasingly cemented into hegemonic logic through the notion of social agency, or connections between ourselves and other community members. By improving social agency, communities can allegedly generate enough social capital (an interesting turn of phrase given its monetary comparative) to ensure greater community cohesion (Ratcliffe 2012). Reverse this, and the cause of social decline is because of deteriorating interpersonal relationships and broad disengagement from civil society spaces (Putnam 2000).
