Indeed, if the police actually attempted to limit their mandate solely to crime, it would be almost impossible for most departments to justify the bulk of their budgets, especially since crime is declining dramatically (Kappeler & Potter, 2005).
Here, the police can assume a number of social welfare roles. Police departments now have programs to assist and refer people in need to appropriate social welfare agencies; they have initiated educational and recreational programs aimed at providing wholesome life skills experiences for underprivileged youth; and in some cases, police departments have begun to provide direct services to the needy. Crime prevention also means helping people at risk attain a minimum standard of living. The Programmatic Facet The above philosophy and strategies must be operationalized into specific tactics or programs.
Community policing is not an independent entity within the department. Ultimately, the community policing philosophy must inundate the entire department. There are a number of ways of implementing community policing, including doing so gradually. Piecemeal arrangements include the formation of a special unit or concentration on specific geographical areas. In fact, it is virtually impossible to suddenly and comprehensively implement community policing in all but the smallest departments. When community policing is implemented piecemeal, it can generate tremendous pressure on the CPOs, who are the most visible expression of the new commitment.
